The Canadians' are much looser, and don't exclude private participation. The key appears to be to free up the athletes to practice long and hard enough to get good enough. Now, if only they would use a little more capitalism and lot less Socialism, in the host countries, in preparing the facilities for the events to give the taxpayer a break.
