Both JIG and Dave are correct. One would half expect the writer to appreciate that rather than squander, the Bachelet government managed to save funds for a rainy day.

"After the socialist nationalization of the copper industry by a succession of leftist governments, billions of dollars in copper revenue were squandered in failed social programs."

Care to mention any specific "failed social programs?" The copper industry was nationalized 39 years ago by Salvador Allende's government, two years before General Augusto Pinochet bombed the presidential palace to overthrow him. Pinochet, who was certainly not a leftist, was the right-wing leader who created Codelco, the state-owned copper enterprise. If anyone had squandered funds, it would be Pinochet's dictatorship, not the Concertación coalition government that has managed the Chilean economy wisely and adeptly for the past twenty years.

"After years of recession and failed socialist policies, Pinera, a Harvard-trained economist, has made it his goal to expand Chile’s economic growth 6 percent a year."

What years of recession? The leftist governments that came after Pinochet stepped down did a very good job. There's no "years of recession and failed socialist policies". IIRC, the only negative growth year was around 98 or 99, at the height of the dotcom bust + asian crisis impact on Chile.
